审定与核查机构（VVB）是独立第三方机构，负责按照适用标准和方法学，对项目设施、监测数据、生命周期排放和净碳移除量进行审计。
HCAP可协助项目参与方准备审计材料、安排会议、协调现场审计、跟踪审计发现并补充证据，但不干预VVB的审计过程或专业结论。
申请Puro认证的项目必须按照Puro Standard及适用方法学的要求接受合格VVB审计。VVB资格、审计结论、Puro认证和CORC签发均以Puro.earth及Puro Registry的正式要求和记录为准。
HCAP对VVB的任何介绍、推荐或协调均不构成正式认可，也不保证项目能够通过审计、取得Puro认证或获得CORC签发。
